(Richard Phillips is not mentioned in the bible that belonged to Joseph Phillips, but this might be because he was illegitimate. Richard Phillips must have been born by 1758 to be at least 16 years old in 1774. Richard was known as Black Dick. Note that John Low served as executor of the will of George Fulps in 1786 and Thomas Low, a German, witnessed that will. Note that there is only one Joseph Phillips on the tax list this year. Is it possible that Joseph Phillips Jr. has gone north to guide his brother Bennett to NC?)
